VMS Mailboxes is where it's at. The current source code repository is SVN here on sourceforge. Because of the limited options for OpenVMS, I'm currently using jsvn (java) which works fine but requires some manual setup. See the readme for details. A goal of this project is not only produce a small funny game. It demonstates the power of Oberon technologies, shows how a game can be written to be launched under such different platforms.
