This doesn't require WSL to work, or any other outside compatibility layer. Just download and manage files like you would in bash. It requires git, gcc, g++, and docker exes in path if you wish to use them. otherwise you do not need them for wnus to run. Windows 10 or Windows 11 highly recommended.
