I cannot upload attachment in BugTracker.NET. Please help :(

Is the attachment being saved in the file system or the db? For a few years now, the default is to save to the db. If the filename is legal for the browser machine (linux?) but illegal for the server machine (windows?), this could happen if the attachment is saved in the file system.
