Have the amount spent on the Y axis and months on the X axis in the middle of the Y axis. Each month would have bars of every category and bars would go up or down depending on if the amount spent that month was higher or lower than the budgeted amount for that month. This way a person could tell how how well they are budgeting the categories each month. Exclude or do not adjust to scale the categories where there is no budgeted amount so the graph would not be really skewed by a large amount.
