Build Popup defaults to "Build Forever"

Whenever I opt to build a unit in a city from the "You have built X in city Y screen! What do you wish to build next?" pop-up, it defaults to creating that unit indefinitely. This doesn't happen if I zoom into the city (Examine City) and choose from the bar at the bottom. This happens when I'm using BUG Mod 4.3 with BULL, and it also happened with BUG 4.1 without BULL.

It doesn't happen with regular BTS, and I'm not pushing Alt when I select to build a unit from the pop-up. I imagine the problem is something specific to my system because I don't see it happening to other people.
