problems while installing

I have downloaded concern-all-1.1.gz file and unzipped
that file

when i go to cd $CONCERN_HOME/client and type as
ant all dist

it gave me the following error

BUILD FAILED

/usr/local/src/concern/client/build.xml:14: Unexpected
element "xmlcatalog"

when i go to cd $CONCERN_HOME/model and type as
ant all dist

it gave me the following error

BUILD FAILED

/usr/local/src/concern/model/build.xml:27: The <jar>
task doesn't support the "destfile" attribute.

when i go to $CONCERN_HOME/modeller and type as
ant all dist

it gave me the following error

BUILD FAILED

/usr/local/src/concern/modeller/build.xml:43: Compile
failed, messages should have been provided.
