Cannot set a system var

When you go to Global->Templates and try to save a template using the Save button at the top, an exception occurs, saying that you cannot save a system var. Here is the output from the exception window that appears:

To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.
