&lt;p&gt;This error has been happening (with all tables--not just user_tb) since moving to pg 1.8 years ago.  It doesn't stop the system from working so I've been ignoring it. &lt;p&gt;I created the file and gave world access to it. &lt;p&gt;Use of unitialized value in concatenation (.) or string at /usr . . . DBIWrapper.pm line 401, &amp;lt;STDIN&amp;gt; line 12 during global destruction.&lt;br /&gt;
(in cleanup) DBIWrapper-&amp;gt;DESTROY: (eval)() - Error!&amp;lt;br /&amp;gt;disconnect failed!&amp;lt;br /&amp;gt;&amp;lt;br /&amp;gt;&lt;/p&gt;
&lt;p&gt;I tried to change a few things to get rid of the concatenation but it didn't help.&lt;/p&gt;

&lt;p&gt;I took out the code in the destroy method and it seems fine now.  I checked the database server and the connections get closed after a few minutes. If I give it a password the database rejects it (bc there is no password?).  I fixed it by commenting out the error on no password code.
