#113 id on <variablelist> doesn't create a target for <xref>
xref's to variablelist's (at least) by id don't work right.
i.e., <variablelist xml:id="asdf"> generates no \hyperlabel in the output, so <xref linkend="asdf"> winds up pointing nowhere.</xref></variablelist>
Attached seems to make it work right. I suspect there are other places similar would be needed...
