Can't run .exe or JAR file on Win 7

This is on my work machine, Windows 7 Enterprise v 6.1 build 7601 SP1 with Java 1.8.0_101, Java SE runtime build 1.9.0_101-b13. I tried Dr. Java windows version and the JAR file and for each one I get this error:

The registry refers to a nonexistant Java Runtime Environment installation or the runtime is corrupted. The system cannot find the file specified.

I have the full JDK installed and can compile Java at the command prompt with javac and Netbeans works fine as well. I'd like to give Dr. Java a try. Please advise how to fix this, and thanks.
