#93 include new versions of cygwin tools + some fixes
The version of Cygwin tools included with dxgettext is quite old and creates some troubles (almost on my win7 64 box).
Attached ZIP file of changed files (cygwin binaries taken from official Cygwin distro) + some fixes to make Cygwin happy with DOS-style paths.
Also added a couple {$externalsym} directives to gnugettext.pas, so that symbols generated for C++ do not collide with those declared in windows headers.
Hope someone will add this to the main tree.
