#139 Expand extendable rules sets to those serverd via http
Extending Eclipse-CS to deploy with a predefined rule file only works for rules files included in the installation .jars.
It would be great to allow the ability to define a built-in rule set that is served by http that can change over time by changing the rule file served via http,
It is possible to define a URI in plugin.xml, but clicking through it in the eclipse-cs config UI throws a NPE.
