system....connection failed error

Silly newbie question. Ok, got it loaded (pulled
package down from ftp.xemacs.org) edited ~/.eicq/world
file with my icq and alias. Edited my .emacs file (per
the instructions on the web site..thank you) but when I
attempt to start the eicq-login i get these errors...

W15:53 [!system] Trying to run a local bridge
127.0.0.1 at port 4743...

W15:53 [!system] Trying to connect to the bridge
127.0.0.1 at port 4743...

W15:53 [!system] ....connection failed

W15:55 [!error] Network is not connected when it
tries to send a packet

System is running Linux RH 7.0, (2.2.19) Xemacs version
21.1.14.
I have an IP connectivity. I can ping 127.0.0.1 and
systems on the other side of a router. Any help would
be most appreciated...BTW I am new to emacs and LISP
but if I can help (C++, UNIX, shell scripting) let me
know.
