After I load a .flame file and press "Render!" the preview keeps re-rendering even when "Animate" is turned off in Options.

Animate doesn't stop the rendering, it just stops the animation - useful if you just want to preview the first frame of a flame. Just hit Render! a second time to stop the re-rendering - it's a toggle :-)
