Generate tone from XML tune

An input file format of XML would allow an editable input to the tone creator.

It would be easy to create a new XML format but it would be better to use an existing music note XML schema.

It would be good to write the FORMATTOME hex to a file rather than output as ASCII to the console.

I believe the regular exension is .ott
