#2 win32 version can't handle non-admin users

I installed glest (stable version) as an Administrator,
and wanted to use it as a user, but encountered two
problems - it wanted to modify the log file (I worked
around that by making the log file world writable), and
when I tried to save the game it bombed out because it
couldn't write a tga file to the screens directory.

Firstly, both of these should be per-user, and
secondly, the game should not bomb out if it can't
write stuff.

Also, I had a problem where all the textures were gone,
everything was white/shades of grey and very slow, but
I've no idea how to reproduce that, so I won't file
another bug.
