#19 vhosts.conf selectable sub-templates

It would be nice to be able to introduce more
flexibility in the vhosts.conf sections that are
generated. One way might be to have selectable
sub-templates that could be included with a checkbox
when adding a vhost. For example, one could have
templates/vhost.conf-bandwidth128.template which could
somehow be "registered" to show up when creating a new
vhost. That file would contain the lines necessary to
configure mod_bandwidth or mod_throttle. Currently,
I've added this to vhost.conf.template, but it's not
really possible for me to exclude some vhosts from the
restrictions. It would be useful also for creating the
mod_rewrite rules for setting up Zope sites or
controlling whether PHP was on or off. Of course this
can be done in the "extra config" section, but it's
cumbersome and error prone to do that, even if you have
another page to copy and paste the lines into.
