idmef-messages.dtd Makes Saxon Barf

Hello:

Version 1.0.3's idmef-messages.dtd begins with:
<?xml version="1.0" encoding="UTF-8"?>

which makes some validators, such as Saxon throw an error. I believe it is correct to remove that line entirely, but if not, it certainly needs the spaces removed.

1.0.2 Final Build Missing Files

Attempt to build from packaged source, I ran into a couple problems, which I traced back to missing files:

1. depcomp is missing from the root source directory. Adding this file from the previous beta package fixes the error:

2. libidemf-functions-rfc.map is missing from the root source directory. Renaming the libidmef-functions.map to libidmef-function-rfc.map from the previous beta package fixes the error:

3. [UNTESTED] libidmef-functions-asset.map is missing from the root source directory. I didn't attempt a work around since I didn't need this feature enabled.
