Would make it a bit better for packaging for Void Linux.

Thanks

add an "idle_callback"

It would be useful if the library contained one more callback: an "idle_callback" which, if set, would be called at the end of every loop in the 'while' of 'irc_run(...)'.
Would need at least the session as argument.
This would be useful, among others, to defer execution of commands or other code to the future, at arbitrary times, not necessarily when some data is received from the server which triggers a regular callback.

add new error code

on irc_connect() if it's possible to add a new error return if the nic is allready in use

is_op

Would be good to have a function that could return if a user is an op in a channel and what level op they are (VOP, HOP etc)

SOCKS Proxy Support

Ability to connect to server through a SOCKS proxy.

DCC Receive and Send Rate Limiting

Limiting the DL/UL rate would be useful.

Unicode support

I just thought it would be a good idea to add unicode
it would be nice if there were any options to chose a
port range or even a specific port for the DCC
listening socket. On restricted environments one would
like to be able to control this.
