I looked through all tickets. Tried 2 of them but it still won't work.
Tried the "Microsoft Visual Basic 6.0 Common Controls" download and to create that text file even it wasn't the same pop up.
Here is the solution for anyone who stumbles upon this later.:
Google "Microsoft Visual Basic 6.0 Common Controls" and download the package from the official microsoft website. File name will be "VisualBasic6-KB896559-v1-ENU.exe". Do NOT download this file from anywhere else. Here's the direct link, but I'm not sure for how long this will work: https://www.microsoft.com/en-US/download/details.aspx?id=10019
Extract the contents of VisualBasic6-KB896559-v1-ENU.exe with 7-Zip or WinRAR (right click on the file, 7-Zip -> Extract to....).
I assume everyone runs 64-bit version of Windows by now, so the following only applies to 64-bit Windows: Go where you extracted the files in step 2, and copy "mscomctl.ocx" to C:\Windows\SysWOW64
Click 'Start', type 'cmd' (if you are don't know, there is no prompt to start typing into, just open start and type in first letter and search will appear), right click on it, and choose "Run as administrator"
Type in "regsvr32 C:\Windows\SysWOW64\mscomctl.ocx"
Done! MP3Gain should work now. The reason why you can't just double click on .exe is because the installer is from 2005 and doesn't know how to deal with 64-bit OS.
