TypeError when running OBApps

Hi there,
I'm going to take ownership of OBApps for Fedora, so I was testing it, and I often get a non-fatal error when I'm adding a new item. I've attached the backtrace of this error in the attached backtrace.txt.

I should probably mention that OBApps still works and functions perfectly even after this error.
The RPM was built with version .1.7.

maximize 'both' option not working

Unless I'm missing something, maximize vertical or horizontal work fine, but the both option does not work regardless of app or window I try to use it on. Great little app otherwise!

obaxutils missing

I have a Archlinux system with openbox and if i want to start obapps this message appears in the terminal:
Traceback (most recent call last):
File "/usr/bin/obapps", line 31, in <module>
import obaxutils
ImportError: No module named obaxutils

I think there is a dependency missing but I don't know which.

obaxutils.py is locale depended

This fails for non english locale:

Error: Can't create ~/.config/openbox directory![Errno 17] Plik istnieje: '/root/.config/openbox'

Please use errno instead. I've attached patch fixing this issue and also making OBApps python3 compatible (with backward compatibility retained)
