I have no saved downloaded URLs so there should be no blocks preserved in the blockcache.
The setting for the bucket is 1GB, way smaller than the cache.
Shouldn't it show 0 as a number next to the little indicator that should be reading nothing since no blocks are being protected/preserved?
It shows the size of the current cache.
Red for the indicator means bad, go with green.

The bucket is not defined by preserved blocks, but by block hamming distance.
Basically your blockcache will always be at 100% once the total size of your blocks has reached the 1GB bucket size you configured.

The OP may not be totally correct, when the bucket indicator and number gets to it's limit it shows the correct limit amount and the cache indicator and number starts to go higher like it should, the colors on the bucket are confusing, a large red area is shown at the bottom and might confuse people into thinking something is wrong but mostly because they are not explained.
