Descriptor blocks should be pushed out more than one time during the "store" process. You want those on as many nodes as possible.
It may also help to request those blocks a few times from other nodes so that they request them from other nodes etc.. possibly spreading the descriptors around the network further.
Security? Do it as a background process at randomly selected times.
