Let full artifact tree whould be editable (new/edit/delete). This is let for users make own artifact tree.
Now high order branch - Feature/Requirements/Design/Implementation/TestCases - is not editable in structure.

Moreover, user may create new branch in this artifact tree (menu-System-New Field), but can't edit/delete it after creation.
