I think the first setting should be the language to use.

It should also contain the info, that Phex needs to be restarted for the setting to have an effect.

If the language is changed, the checkbox "open options for additional settings" should automatically get checked, because the options dialog is in the language which was set, when it got opened, so it will already be localized.
