The new feature introduces the concept of Proxy Estimation Tables, which can be used to estimate the size, time, and productivity of WBS components, independent of the workflow they may eventually use.&lt;/p&gt;
&lt;p&gt;This effectively decouples the estimation process from the choice of workflow that will be used.  Components can be estimated in a mature way using historical data, even if a workflow hasn't been applied or even defined yet.&lt;/p&gt;
&lt;p&gt;With this new opportunity to separate estimation from process definition, it is expected that the best practice will be to phase out the use of Rates in workflow definitions. Accordingly, if you are currently juggling a large number of duplicated workflows that differ only in their Rate, you may be able to significantly pare down the number of workflows that you are managing.&lt;/p&gt;
