That is strange....ProjectLibre is a Java application. We rely on Java and the JVM to run on Linux, macOS or Windows. There must be an incompatibility with your version of Java or your security software. Are you using Symantec? I run on macOS and there is a common question on requiring to accept with Preferences > Security and allow the install. Check your network , security etc.
