Procedure for MacOS for me:
* Start the application. MacOs will display an error (macos cannot verify that this app is free from malware). You need to do this as the first step.
* System Settings > Privacy & Security > Security. ProjectLibre will be displayed in this section, with an option "Open Anyway". Click on this button.
* Now start ProjectLibre again.

ProjectLibre Cloud is currently in beta testing. Our version 1.0 will be released this Summer. It is a team and multiproject solution with role based access and a portfolio view. The Community version is currently 1.9.3 and we are expecting to release a new version later in the year with some updates.

Sorry, off topic question, could you tell me what is the current version of projectlibre cloud and the current version of projectlibre community?

If you are installing on macOS. Apple does not like it is not being downloaded from the Apple Store. It will give an error. Simply go to:

System Preferences
Security / Privacy the General tab
select ....Allow apps downloaded from App Store and identified developers
Allow ProjectLibre to be installed
