&lt;p&gt;This came to light when a modified local recommendation order was older than the one in the database. They reference single columns in other tables rather than the tuples we are really concerned with. In most cases, the FK should reference an id and an application_id rather than just the id. There is no way to distinguish deleted from active rules in the profile section, so when outputting XCCDF, references to these deleted rules are included.&lt;/p&gt;
