No Security Image on Install

I have installed ReloadCMS and I have been getting an error when trying to register the first user.
"Invalid form data"
I looked at the page and noticed that an image was missing.
captcha.php?ident=240
I assume this is a security image for verification.

This image does not appear in IE or FireFox.

What should I do to fix this?

I would like to write a review of this CMS.
As of yet I can not give a good revierw because
I have not been able to get it to work on two servers.

HTML entites (German Umlaut) shown wrongly

If there is a HTML entity code, e.g. 'ü', in the
category title, the ampersand is escaped during
display, i.e. it shows 'Müll' instead of 'Müll'.

It does not help to use the special charcter verbatim
in the adminstrative editor, as it is escaped when
stored into the file, e.g. 'ü' converted to 'ä'.

Found in 1.2.6, which is not in the above groups list.

At beginning all was ok, but after some time I had this
bug.
