&lt;p&gt;I don't know for sure what the situation is with this file, but in Yamaha Wave Sound Decorator, it gives me the option of down-sampling to 8kHz, and then still allows me to select MA7 when saving the file.&lt;/p&gt;
&lt;p&gt;If it's not an 8kHz MA7, but in fact something else, I'd be interested to know.&lt;/p&gt;
