#998 TLCS-870C and TLCS-870C1(E) ports
The TLCS-870C1 is a current microcontroller series by Toshiba. It is very similar to its predecessor, the TLCS-870C, and also has some similarities to the already-supported TLCS-90, so it would make sense to introduce both ports at the same time, since once we have support for one of them, there will be little extra effort required to support the other one. From a compiler perspective, there is no differnece between the TLCS-870C1 and the TLCS-870C1E, so we automatically get support for the latter series, too.
