&lt;p&gt;wire x = 1;&lt;/p&gt;
&lt;p&gt;x will synthesize as a floating net. If instead you use&lt;/p&gt;
&lt;p&gt;assign x = 1;&lt;/p&gt;
&lt;p&gt;then it works.
