Show a specified number of comments, not just by rating

This is very similar to request 953116, which was closed several years ago as "should be fixed soon", but doesn't seem to be.

Essentially, I'd like to see the x highest-rated comments for a story, instead of always seeing all comments rated y or higher. I'd suggest two settings, a minimum number of comments and a preferred number of comments. The minimum would be a hard value, and could drop the rating to -1 if there weren't enough comments at higher levels, while the preferred would be a softer value.

Example:
-1: 500 comments
0: 150
1: 100
2: 60
3: 45
4: 25
5: 10

Preferred Minimum Min rating (comments) shown
15 12 4 (25)
15 10 5 (10)
20 10 4 (25)

And so on. It would allow me to get a feel for the discussion about an article without having to change my minimum rating every time I switch from an older article to a newer one, or vice versa.
