Proposing WEBIRC command support

The WEBIRC command is used when a trusted proxy service (ie. CGI:IRC, Mibbit) connects to an IRC server, this must be sent before any other commands (before user registration).
Generally, a LINE is added to a configuration file, that contains the IP address and a password for the service (although the amount of lines is not limited)

The format for the WEBIRC command is:
WEBIRC <password> <rDNS> <IP>\r\n

The password is NEVER shown to the user, the rDNS may be the same as the IP if it was not resolvable.
Masking (when appropriate modes are set) should occur to the rDNS/IP when supplied

Revamp host masking

The host masking system needs to be revamped.

Limit /WHO output

Limit /WHO output to non-IRC Operators to only 5-10 entries. This will be wrapped around a macros in case anyone wants to disable this, as this is only in consideration of high traffic networks.

Individual oper host maskings

RWHO Improvement

Hi,

Time ago i have been messing around with this command
and it doesnt work with halfops/regular users. An
example would be:

/rwho +c #blabla

Listing all users in #blabla. It does work for Voices
and Ops:

/rwho +c +#blabla or
/rwho +c @#blabla

But for Halfops (%) it doesnt work and neither for
regulars.

My suggestions is to implemenet the % sign as well like:

/rwho +c %#blabla

And also implement some other sign for regulars only.

Halfops+Regulars support would be nice for manipulating
/rwho command, which is a great one.

+W hide oper's channels on whois.

When opers have this mode set all his channels that he
or she is in, will not be shown on his whois.

Swhois support

To add a optional string to the whois output to add
aditional information to a user.

Eg, User :is a coder

or User :is a council member

This could be useful on certain networks.
