Remove the error_log.txt file completely and always use the logging facility. Also update the logging page such that it is possible to see/browse/export logging files.

We should even consider "upgrading" the logging facility to a real core plugin.

I am not sure if we can get rid of the error_log.txt file, at least we need for some purposes (mail_utils, other static plugins) a "central" log file.
