Allow challenges above and below rankings

Hi,

To increase the number of playing options available, it would be nice if players were able to challenge other players ranked N places above *or below* them. This would work especially well if the ranking were by Elo score, as then there would still be a ranking incentive to playing with a lower-ranked player (you could still gain points if you win).
