[change_sqlpass] double-quotes do not work with PostgreSQL

Change_sqlpass does not work with PostgreSQL.

MySQL accepts single and double-quotes in its SQL syntax. PostgreSQL only accepts single quotes and chokes over the double-quotes used by change_sqlpass.

The following patch updates the sample config and the functions scripts to use single quotes.

This change breaks existing config files.
