#128 WW: F10: loses foot/end notes
F10 conversion wipes out footnotes and endnotes.
Cathy Cantwell noticed that F9 did this in 2.0, which
was a problem for her projected conversion of her
edition of the Nyingma gyud bum from Wylie to Tibetan,
so in 2.1 F9 preserves foot and end notes.
I haven't done this for F10. It would take substantial
reworking, and it seems relatively unlikely that anyone
will find it a problem.
