Key Export Error (0.9.9f)

First, I get the same WISH errors as someone else
pointed out (and I am running XP)... If I Ctrl-Alt-Del
and end the Wish process is seems to straighten out some.

Once I login, though, it gets stuck in an infinite loop
repeatedly saying:

"Generating Crypto Key Pair"
"One Moment"
"Vapor Key Generated"
"Key Export Error"
