utf-x does not work on Windows

latest release (0.0.4 alpha) does not work on windows;
path problems

UTF-8 encoding is hardcoded within the framework

There are various places in the framework where UTF-8
character encoding is assumed. Framework needs to be
modified to support other encoding types

pass param to xsl templates

Currently we can't pass parameters to xsl templates and
this means there are a lot of xsl templates we can't
currently test without modifying the structure of the
tests themselves. It would be pretty easy to add a
param element with name and value to the dtd and pass
these on to the xsl template when it is called.
