I have just answered two questions on Stackoverflow (here and here) where people have been getting ORA-01031: insufficient privileges errors when using utassert.eq_refc_query. I believe it's happening because utPLSQL uses EXECUTE IMMEDIATE to temporarily create a table. The user needs to have the CREATE TABLE privilege granted to them directly rather than via a role.

This should be made clear in the documentation.
