&lt;p&gt;2.3.1 is the latest version if it does not compile it most likely due synonymns not being created.&lt;br/&gt;

As a initial step installed the tool. The version of Utplsql is 2.3.1. &lt;/p&gt;
&lt;p&gt;Ran @ut_i_do install&lt;/p&gt;
&lt;p&gt;There are packages like utl_test is all invalid. Internally I checked it has invalid references to the columns. Pls advise. What is the previous stable version to download and from where.&lt;/p&gt;

In that case, I'm afraid I'm struggling to think of any way around that, sorry.&lt;/p&gt;
&lt;p&gt;The only thing I'd mention is that as well as having visibility of the &lt;code&gt;UTL_FILE&lt;/code&gt; package, access to the file system is controlled by things like the &lt;code&gt;utl_file_dir&lt;/code&gt; control parameter or Oracle's Directory objects - by giving you this, they're not giving you completely unrestricted access to the file system.&lt;/p&gt;
