Printing Support for vtk Control

The Windows.Forms.Control cannot print directly from
the screen. The custom for Windows programs is to copy
the screen bitmap to the printer, and this would be a
fine start.

Implement vtkLocal and vtkMy

These parts of the CMake files were ignored. They are
used to wrap your own C++ code for VTK. Implementing
the DOTNET wrappers in vtkLocal and vtkMy would allow
people to use their own C++ VTK classes within VTK .NET.

Wrap HWND as IntPtr

Wrapping HWND as IntPtr would make it possible to build
a C# version of the vtk Windows.Forms.Control. There is
already a managed C++ version, but some people would
like to customize the control in C#.
