New messages notification needs a makeover

The current "you have new messages" notification box is
a little too high and needs a bit of a makeover.
Suggestions on how to format this would be welcome.

Edit summaries can't be entered when editing a site

For some reason, crippling the edit summary box on
article creation has caused it to disappear when
editing, too. Likely some stupid little oversight which
I'll correct whenever.

Search should offer to create a site if it can't be found

When users are performing a title search, if no results
are found, they should be given the opportunity to
create a new site with that title.

This will require a small addition to search, and a
little bit of tweaking to certain parts of the creation
handlers, to allow the title to come from a GET _or_ a
POST request. This shouldn't be a problem.

Parser cache retains "unknown" site links (out of date)

If a site A is added, with the description containing a
link to site B, which does not exist, then the parser
prepares and stores a "not found" styled text span in
the cache, but no link.

If site B is then created, the parser cache for site A
is not updated, and the descriptions do not reflect the
nature of the wiki as a whole.

Chances are, we'll need to have the parser make site
links a title search of some description.

Category structure can't be changed

Admins should be able to move categories around.

Edit summary field should be hidden when creating a site

The edit summary field is useless when creating a site.
It should be hidden to avoid confusing users. It might
be nice to make it automatically give a summary like
"Creation".

Attempting to create a duplicate category should give error.

If you create a category with the same name as another
category, the software just displays the category that
exists. It should probably give an error saying that
the category already exists, and maybe show the category.

Sites which are permanently deleted can still be viewed

The index.php?a=view&s=<id> link for a site which has
been permanently deleted (removed from the sites table)
still generates (or attempts to generate) a site view
page. This produces a lot of PHP errors and a blank
site view page.

User returned to a corrupt site page after creating a site

After creating a new site page, the user is returned to
a blank (i.e. details not visible) site page. The user
should be returned to the valid page for the site they
just added.

Deleted sites can still be viewed

Users can still view deleted sites via out-of-date
bookmarks or by entering index.php?a=view&s=<id>. If a
site is deleted, it shouldn't be able to be viewed.
This applies whether viewing an old or the current
version of the site.
