Unable to execute Java command.

Hello we have a product that has a service that suddenly stopped running after server restart.
We have java.exe in place in the proper directory (../jre/bin) and all paths are available from the folder where the execution takes place. SYSTEM account also has all rights into the folders.I also checked and all the jar files indicated in below log are present in the system.
The OS is Windows and we have following in the wrapper log:
