install.php does not run

After Xoops is installed (v2), running the install.php file
(site/xf/install.php) results in a logo and a title, but no
actions to create the DB Tables/Data. After runnign
the .sql file under phpmyadminm, the tables are created,
but the admin module always comes back with
an 'access denied' message. I am a Webmaster group
member and all rights seem to be in order. I am on Linux
and just to ensure all rights were adequate, I chmod'd
the html/* to 777. No change. Where are admin rights
calculated and why the install.php script not run?
- Apache 2.0.7
- Php 4.3

Software Map on trove_list.php,
we cannot see projects in categories, all categories is
writing has 0 projects. but some cats have projects...

why cant see procjects in categories ? is this a bug ?
i tired solve problem but i didnt understood codes :)
