I have test with WinXP and Win7 64bit.
I have also test pdftk 1.4.1 (includest in pdftk4all) and pdftk 2.
In any Test it produces an empty, 0 bytes File and/ or do not split an PDF.

GUI's like http://www.paehl.de/pdf/gui_pdftk.html wiks well so I think its an pdftk4all problem.
