NewBG-hybrid

NewBG IRCD is based on hybrid. The SVS cmds can remotely control users' channels, nicks, or modes. Fifteen new flags and many new cmds are added. The K/G line code is reimplemented. A proxy scanner with a cache is built-in. New synchronization methods.
