VSDC has an impressive array of video making features BUT you can benefit from them under one strist condition : be patient and be ready to spend your time. Having consulted dozens of tutorials on YouTube one can do an editing job on an Adobe AE level. VSDC is a very very good alternative (or even the best one) to commercial programs from the technical point of view. It actyally has problems with interface design or sudden error messages, but it is powerful - it can not be disputed

Won't run without rtl10.bpl. I assume this is a runtime library, and without the same development environment (Delphi I assume?) this can't be run.
